Do You Need An Active Phone Line To Make Use Of These “free” Internet Offers?

Like Netzero’s and stuff. I did have one and the jack is still there but there shouldn’t technically be any phone service.
You would probably think this would be obvious but somehow I just don’t know. Really I don’t much care but since I heard about this rumor I decided to see if I could use it.
